This is a rather old Wilson's leather jacket. Probably not the best quality leather, but I really like this jacket and would like to restore it to the best condition I can. The surface of the leather is rough and feels unpleasant. So far I have tried:
Deglazing with acetone
Rehydrating with Neetsfoot oil (causing an unpleasant odor)
Topcoating with Fiebing's Tan Kote and Snoseal
What can I do to get this leather looking, smelling and feeling good?

This is most likely a split-suede (both sides suede) that has one side pigment coated, that’s why it feels rough.
This is the recommended sequence of procedure to get what you wish to have:
A - Looking Good:
1st - Degreaser-2.2 > Acidifier-2.0 system required to remove any surface Neatfoot oil; otherwise it will interfere with repairs and refinishing.
2nd - Leather structure rejuvenating with Hydrator-3.3 > Fatliquor-5.0 system to prevents leather from stiffness that leads to cracking.
3rd - Surface sanding to remove any non-compatible coatings mentioned.
4th - Roughness repairs with mix of Bond-3D with matching Micro-54 custom color - this repair will smooth out the surface.
5th - Pigment coating with Micro-54 (custom color) see example below:
6th - Sealer coat or topcoat with MicroTop-54S (satin) or choice of luster.
B - Smelling and Feeling Good
7th - Finish protection with Protector-B+ will return to the classic leather-scent with a soft natural buttery-feel to the touch.
